Wai Lum Kwok
Wai Lum Kwok is a financial regulator who, according to official records of the Abu Dhabi international financial centre Abu Dhabi Global Market (ADGM), served at its Financial Services Regulatory Authority (FSRA) as executive director of capital markets and later as senior executive director responsible for authorisation and fintech.

2017Fintech Activities as FSRA Executive Director of Capital Markets
An ADGM release dated March 15, 2017 identified him as the FSRA’s executive director (capital markets) and listed him as a judge of the Abu Dhabi round of the startup competition “Get in the Ring.”[1]
On August 6 of the same year, when ADGM and KPMG announced the launch of the Fintech Abu Dhabi Innovation Challenge, he commented on it in the same capacity.[2]
November 2019Senior Executive Director at the FSRA
In a November 25, 2019 release on Plug and Play ADGM hosting its second annual Demo Day, his title was given as senior executive director (capital markets) of the FSRA.[3]
April 1, 2022Speaking as Senior Executive Director for Authorisation
On April 1, 2022, ADGM announced a partnership with Finastra for the global fintech hackathon “Hack to the Future 4,” and he commented on the partnership as the FSRA’s senior executive director for authorisation.[4]
November 22, 2023Exchanging a Fintech MoU with the Hong Kong Monetary Authority
On November 22, 2023, ADGM announced that the Hong Kong Monetary Authority and the FSRA had exchanged a memorandum of understanding to deepen fintech cooperation; he signed for the FSRA as senior executive director – authorisation and fintech, and said he looked forward to working with the HKMA to support SME ecosystems in both jurisdictions.[5]
April 16, 2024Special Address at the Abu Dhabi Blockchain Funds Forum
At the Abu Dhabi Blockchain Funds Forum held on April 16, 2024, ADGM’s event page listed him as an ADGM speaker for a special address titled “Upcoming Regulatory Announcements,” shared with John D’Agostino of Coinbase.[6]
