Key facts

Early Life

Hull was born in Oklahoma. Because his father worked in the hotel industry, his family moved around the western United States; he lived in Santa Fe, Albuquerque and Pagosa Springs, Colorado, where he finished high school. He did not graduate from college.[1]

Settling in Rio Rancho and Business Career

Hull settled in the Rio Rancho area in the mid-1990s. He worked in marketing, sales and management in the manufactured housing industry and ran his own packing and crating business for 12 years, from 2000 to 2012; before entering public office he started and operated two businesses.[1][2]

Mayor of Rio Rancho

Hull was first elected mayor of Rio Rancho in April 2014 and re-elected in March 2018 and March 2022, serving until 2026 as the city’s longest-serving mayor; he stepped down before running for governor.[2][1]

During his tenure Rio Rancho’s population grew from about 93,000 to nearly 113,000, and the city’s sales tax was not raised during his 12 years in office; he launched a citizen survey and prioritized public safety and affordability.[3]

Gubernatorial Campaign and Positions

In 2025 Hull became the first Republican to enter the 2026 race for governor of New Mexico; in March 2026 he won the most delegate votes at the Republican pre-primary convention.[1]

At a town hall on May 11, 2026, he said he wanted to make New Mexico as business-friendly as possible, using tax incentives and industrial revenue bonds to attract employers; he supported the Legislature’s medical malpractice reform and interstate medical compacts and called for reforming the education system, saying he hoped “we’ll stop exporting our children.”[3]

He said the governor should work with the federal government regardless of which party holds the White House: “We cannot afford to disconnect ourselves from any federal administration.” He also called for a less burdensome legal immigration process while enforcing existing laws, and said he was not opposed to data centers but wanted environmental safeguards such as cooling with brackish or produced water.[3]

Republican Primary

On June 2, 2026, Hull won the Republican primary for governor with 56,708 votes (47.0%), ahead of Doug Turner with 44,480 (36.9%) and Duke Rodriguez with 19,393 (16.1%). In the general election he ran on a joint ticket with David M. Gallegos.[2][4]

On primary night he called for party unity, saying “we need to win the Roundhouse.”[5]

Gubernatorial Election

That night he congratulated Haaland, called the race a “David and Goliath situation” and thanked his staff for keeping the campaign positive; he said he had no immediate plans but wanted to be “in service” somewhere in New Mexico.[6]

He also criticized Haaland for withdrawing from an October debate hosted by KOB-TV; Haaland said she had a prior commitment to meet with farmers and ranchers in southern New Mexico.[6]
